Goals, Targets and Strategies

Edmonton’s Plan to End Homelessness has provided a clear framework for government, systems, and community stakeholders to work together and focus on the critical issue of homelessness in Edmonton.

Now is an opportune time to revisit what we have learned and take stock of our progress. Monitoring progress, however, is not enough to reach our goal of ending chronic homelessness by 2019. Maximizing our efforts to achieve the goal of ending homelessness requires a clear business case and implementation plan that ensures resources are optimized and strategies can be realized.

Goal 1

Provide permanent housing options for all people living on the street or in public places.

The number of unsheltered and provisionally accommodated people in Edmonton decreased by 61% between 2009-2016 (632 people counted in 2016 Homeless Count).

As of January 31, 2017, there are 272 chronically homeless individuals on the 20,000 Homes registry who are sleeping outside (of whom 117 are currently being supported to find housing).

Goal 5

Establish a governance structure and implementation process for the Plan that builds on the strengths of the community; develops capacity; promotes collaboration, innovation and cost-effectiveness; and measure progress.

The governance structure for the Plan has changed significantly since 2009. The Homeless Commission was disbanded in 2014, and Homeward Trust currently stewards this work.
