Goals, Targets and Strategies
The updated Plan calls for a renewed emphasis on coordination across Edmonton’s homeless-serving system and enhanced integration with other services and supports to achieve the following goals, actions, and targets. This Plan Update is founded on three goals and their associated targets and strategies. These goals are interrelated and mutually reinforcing, working together to achieve an end to homelessness.
>> 01 END CHRONIC AND EPISODIC HOMELESSNESS
By 2018, all rough sleepers engaged to appropriate housing and supports.
As of December 31, 2017, 22% of identified rough sleepers are engaged to appropriate housing and supports.
By 2020, no one staying in shelter or sleeping rough will experience chronic homelessness.
As of December 31, 2017, there are 1,673 people identified as experiencing chronic homelessness.
Between Apr 2017-Mar 2020, an additional 4000 people housed.
Between April 1, 2017 and December 31, 2017, we housed 851 people.
By 2022, all people are connected to housing & supports within 21 days.
39% of people that entered the Coordinated Access system as of December 2017 were connected to housing supports within 21 days.
>> 02 PREVENT FUTURE HOMELESSNESS
By 2019, people are connected to prevention supports within 5 days.
76% of people entering the Coordinated Access system as of December 2017 were connected to supports within 5 days.
By 2018, number of people discharged into homelessness is reported.
Currently, Systems committee will convene in early 2018 to begin this work. We will continue working with system partners to build re porting metrics in order to meet this target. Administrative data from these systems is being pursued for the 2018 Homeless Count.
>> 03 DEVELOP AN INTEGRATED SYSTEMS RESPONSE TO HOMELESSNESS
By 2018, Plan Accountability Framework is completed.
Systems Committee will convene in early 2018.
By 2020, Homeless Management Information System (HMIS) coverage includes 75% of all beds in emergency shelters, interim and short-term supportive, and PSH.
8% of spaces are currently included. Coordinated Access now includes 61 access points in community.
